This is the BEST of the QUALITY BUDGET DSLRs. Any less, and you will have to upgrade when you want to get better pictures. This is a camera you can use for a long time and most people will probably never have to upgrade any higher (unless they are super serious about being semi-professional). The reason the T3i (and T2i if you want cheaper) is good is because these cameras have excellent VIDEO capabilities that lower tier cameras aren't able to do. FYI - Only canon has high quality video capabilities at the moment and only a few models including this one.
The kit lens is good for beginners, but you will want to upgrade lens later on. Honestly the quality of photos/videos is heavily dependent on having a good lens. Once you are ready, there is no need to upgrade cameras if you have this one - just invest in a quality lens.
